What is the Model City Charter?

The Model City Charter is a reference for designing city government, published by the National Civic League. It is not Oakland’s current charter or a ballot measure.

A model, not a single mandatory system

The ninth edition, published in 2021, recommends council-manager government and emphasizes public engagement and equity. Its appendix also offers options for mayor-council cities.
